OSC Honors Bruce Fong on Retirement with Four Decades of Service

The U.S. Office of Special Counsel (OSC) announces the retirement of Bruce Fong, a distinguished public servant whose career has spanned nearly 43 years. Fong's unwavering dedication to protecting the merit system and upholding the principles of fairness and accountability has left an indelible mark on the agency and the federal workforce.

Bruce began his OSC journey in 1983, just a few years after the agency's creation. Over his career, he became a cornerstone of OSC's mission, litigating some of its most significant prohibited personnel practice cases, including Special Counsel v. Hathaway, the first disciplinary case under the Whistleblower Protection Act of 1989. That landmark decision reaffirmed the government's commitment to integrity and whistleblower protections.

Bruce served as Associate Special Counsel, managing OSC's Investigation and Prosecution Divisions, first for the DC Office and then for the Field Offices. Bruce's leadership shaped OSC's approach to investigations and mentoring, ensuring fairness and professionalism across the agency.

“Bruce's career exemplifies the highest standards of public service," said Senior Counsel Charles Baldis. “His work has strengthened trust in government and ensured that employees can speak out without fear of retaliation."

Bruce's colleagues describe him as a “north star" for the agency. Judge Elaine Kaplan, former Special Counsel, remarked, “Bruce has been at OSC since the start, protecting and sustaining the civil merit-based system. His encyclopedic knowledge of the law, honesty, and care for the agency and its people made him indispensable."

Judge Carolyn Lerner, also a former Special Counsel, added, “Bruce is a teacher, mentor, and public servant. His legacy will live on through the staff he trained and the whistleblowers whom he made feel heard and respected."

The Honorable Henry J. Kerner, Acting Chairman of the Merit Systems Protection Board and former Special Counsel noted that, “Bruce's patience, judgement, attention to detail, and institutional knowledge are unmatched, and he reminded us that behind every case file is a real person."

Bruce's contributions extended beyond litigation. His 1991 article, Whistleblower Protection and the Office of Special Counsel: The Development of Reprisal Law in the 1980s," remains a seminal work in whistleblower literature. In 2016, he received the prestigious Burton Award for Public Service for professionalism in government.

Reflecting on his career, Bruce shared, “When I started, OSC was a young agency, and there was talk we might not make it. Forty years later, we're going strong. No one stays for 42 years unless they're around really good people who care and have a sense of mission. Every morning, I woke up knowing this job gave me a chance to be fair."

As Bruce Fong embarks on his well-earned retirement, OSC celebrates his legacy of fairness, courage, and dedication to the principles that protect the merit system. His contributions will continue to inspire future generations of public servants.
