WASHINGTON, D.C./September 30, 2026 – On Monday, the U.S. Office of Special Counsel (OSC) held an investiture ceremony for Charles N. Baldis, marking his appointment as Special Counsel. Mr. Baldis was confirmed by the U.S. Senate on August 7, 2026, and subsequently received his presidential commission.
Ambassador Jamieson Greer, the U.S. Trade Representative and former Acting Special Counsel of OSC, performed the ceremonial swearing-in of Mr. Baldis during the event. In his remarks, Ambassador Greer recognized OSC’s role in safeguarding the federal merit system and protecting whistleblowers and expressed confidence in Mr. Baldis’s leadership.
Mr. Baldis remarked, "Our primary job has always been to protect whistleblowers and to identify mistakes inside agencies, so they can do their work better.”
Addressing agency staff gathered for the ceremony, he continued, “What you have delivered is vigorous enforcement combined with serious collaboration and big-picture thinking. I want that to continue. We should pursue cases that have merit, including the hard ones.”
Mr. Baldis brings considerable experience to his role as Special Counsel. Before his appointment, he served as Chief Counsel and Senior Counsel at OSC. Previously, Mr. Baldis served as a staffer on the U.S. Senate Judiciary Committee and as a prosecutor in Virginia.
As Special Counsel, Mr. Baldis leads OSC in its mission to safeguard the federal merit system, protect federal employees from prohibited personnel practices and retaliation for whistleblowing, and enforce the Hatch Act. Working with a dedicated staff of civil servants, Mr. Baldis oversees the agency’s efforts to investigate and prosecute prohibited personnel practices and other violations within OSC’s statutory jurisdiction, including matters arising under the Civil Service Reform Act, the Whistleblower Protection Act, the Hatch Act, and the Uniformed Services Employment and Reemployment Rights Act.
